		<description>As much as I&#039;d like the bridges and over passes to be safe, the idea that we wait until they are literally falling down before doing anything about it, and then basically bill the federal government for 80% of the cost of a new one is a Very Bad Maintenance Model. That really needs to be changed, because there will never be the incentive to find the funds to keep bridges and roads up to snuff if we always have this 80/20 bailout if we just build new.</description>
