When one parks one's vehicle on the sidewalk forcing pedestrians into the street to avoid the vehicle, one has endangered the lives of everyone using that sidewalk, there should be consequences.
You can't park on Westminster Street in front of the Federal Building because, you know, terrorism. But it appears to be just fine to park right up against the building on the sidewalk at the rear.
Disliking that for some reason, it seems to be OK to park your car on the sidewalk if you're heading to court.
