PBN: Developer negotiating with panel for Fox Point land

A city developer has entered into exclusive negotiations with the I-195 Redevelopment District Commission to purchase a piece of former highway land in the city’s Fox Point neighborhood.

Richard Baccari II, principal of Royal Oaks Realty LLC, confirmed in an email Monday that his group had signed a “letter of intent” to buy a property between Pike Street and Tockwotten Street from the commission.

I’ve heard some very preliminary information on this project, and it sounds interesting. See previous post about the project here.

In response to a public records request from Providence Business News, I-195 commission Executive Director Jan Brodie earlier on Monday said by email that the commission had signed two letters of intent, one more than had been made public last week when the panel approved a purchase and sales agreement with a Dallas developer planning a student apartment building.

See, this a problem. As I’ve said before, I understand the need for discretion when doing real estate deals, but the fact that PBN had to do a public records request is troubling. Private citizens can do public records requests too, but how many of us do? The perception of the Commission this creates is not good. And it is not like this is any kind of state secret. This project has been reported in the media, people in the industry are well aware of this project, which makes all the secrecy all the more annoying.

Mayor Taveras Announces Return of Free Holiday Parking

City offers two hours of free parking for shoppers beginning November 28th

PROVIDENCE – To accommodate holiday shoppers and support local businesses during the busy holiday sales season, Mayor Taveras announced today that there will be two hours of free parking in designated commercial districts throughout Providence.

Shoppers will be offered two hours of free parking from 10 a.m. until 6 p.m. beginning Friday, November 28, 2014 through Thursday, January 1, 2015 in the following commercial districts:

  • Atwells Avenue – Bradford Street to Knight Street
  • Broad Street – Public Street to Montgomery Street
  • Downtown Providence – bounded by Fountain Street, Memorial Boulevard, Weybosset Street, Empire Street and Friendship Street (from Dyer Street to Dorrance Street)
  • Hope Street – Rochambeau Avenue to Blackstone Boulevard
  • North Main Street – Thomas Street to Park Row
  • Olneyville Square – Route 10 to Sydney Street and Delaine Street to Atwood Street to Magnolia Street
  • South Main Street – James Street to Packet Street
  • Point St – From Eddy to East Franklin St
  • Thayer Street – Meeting Street to Bowen Street
  • Wayland Square – East Angell Street/Angell Street to Gano Street and Wayland Avenue from Angell Street to Pitman Street
  • Wickenden/Ives – Wickenden Street at Benefit Street to Ives Street at Preston Street

The holiday parking program is designed to make it easier for shoppers to patronize local businesses. The two-hour parking limit will be strictly enforced by parking enforcement officers. Cars parked illegally in prohibited areas, including crosswalks and tow zones, will be ticketed during this period.


So no excuse not to Buy Local this holiday season.

The proposal, from Baccari’s Royal Oaks Realty LLC, includes apartments, offices and a ground floor “retail/food operation” on Parcel 8, which stretches between Pike Street and Tockwotton Street in Fox Point, he said in an email.

PBN: India Point project is the first out of I-195 box

Developer Churchill & Banks wants to be a pioneer of Providence’s Interstate 195 land frontier.

The downtown developer hopes to build apartments, stores and offices on the former highway properties south of Wickenden Street on the city’s East Side.

But with the redevelopment process for those state-controlled parcels still some way off, Churchill & Banks is moving ahead with a mixed-use project on land it already owns next door, a development it hopes will influence the tone and direction of construction in the neighborhood going forward.

This fall the company unveiled plans for The Esplanade at India Point, a six-story, 29,000-square-foot expansion of the former Fuller Iron Works Building at 39 Pike St., now home to the Vanity lounge and headquarters of technology firm Swipely.

Beach Avenue appears to be a paper street which runs along the Seekonk Riverfront from the Gano Street off-ramp from 195 to Fremont Street. Lot 416 sits along Gano Street between the off-ramp and East Transit Street. The existence of that street would allow for public access to the water.

4. Case No. 13-014 MI – 207 Waterman Street (Preliminary Plan Stage) The applicant is proposing to demolish the existing building to construct a four story (50 feet), 30 unit multifamily development on a lot measuring approximately 11,677 SF. The applicant is proposing to provide 23 internal parking spaces, 45 are required. The development will require dimensional relief from height, parking and density requirements – for action (AP 14 Lot 516, Wayland)

ProJo outlines developer’s vision for east side 195 parcels

A Johnston real estate developer wants to be the first private party to dig into the land left behind by the Route 195 relocation project, offering the state a multifaceted vision for its vacant highway property in the Fox Point section of Providence.

Carpionato Group envisions a series of buildings and outdoor spaces including a hotel, town houses, a restaurant, research laboratories, three parking garages, shops and public spaces linked by pedestrian bridges — one a Ponte Vecchio-inspired span over Wickenden Street; the other a more utilitarian structure above South Water Street connecting a retail plaza to a park along the Providence River.

It would cost an estimated $254 million and would support the equivalent of 900 full-time jobs.

Carpionato has in the past proposed a large retail complex at the site of the old Providence Fruit and Produce Warehouse (which they tore down) and a hotel tower on the triangle parcel near Kennedy Plaza. Neither project ever happened.

A suburban developer’s project design reviewed by a Commission chaired by a suburban developer, this is the problem with the 195 Commission.

City of Providence offers free holiday parking

To accommodate holiday shoppers and support local businesses, motorists in Providence will be offered two hours of free parking from 10am until 6pm from Friday, November 23, 2012 through Tuesday, January 1, 2013. The holiday parking program is designed for shoppers patronizing local businesses. Shoppers may park at a meter for the first two hours for free. If they remain at the meter past two hours they must pay the meter. The parking program includes Saturdays; however, cars parked in prohibited areas or beyond a time limit will be ticketed during this period. The holiday parking program will be offered in the following commercial districts:

  • Downtown Providence – bounded by Steeple Street, west to Route 95; 95 south to 195; 195 east to Point Street; Point Street to Wickenden Street; north on South Main to North Main Street at Steeple Street
  • Broad Street – Public Street to Montgomery Street
  • Atwells Avenue – Bradford Street to Knight Street
  • North Main Street – Thomas Street to Park Row
  • Olneyville Square – Route 10 to Sydney Street and Delaine to Atwood to Magnolia Streets
  • South Main Street – Wickenden Street to Packet Street
  • Wayland Square – East Angel/Angel Street to Gano Street. Wayland from Angel Street to Pitman Street
  • Hope Street – Rochambeau to Blackstone Boulevard

The Buy Providence and Buy Art campaigns will run through the New Year holiday. The City will host a number of holiday events between now and January 1. Mayor Taveras will welcome Santa Claus to Roger Williams Park on Saturday, November 24. On Saturday, December 1, the City will host its annual tree lighting ceremony at the Bank of America Skating Center.
